Static priority lists react poorly to provider degradation and make routing decisions difficult to explain. Solution The service gathers a verified provider-health snapshot, excludes unavailable routes, applies a deterministic multi-factor score, ranks eligible providers, and asks GPT-5.6 Luna to turn the recorded decision into a structured operator explanation.
